Regions and countries table

When establishing a Cutter for a region or country for the first time, in a particular class, use the Cutter indicated on the following table if there is no conflict in the shelflist. If a conflict exists, adjust the Cutter number accordingly by perpetuating the existing Cutter. Invalid or earlier forms of geographic names are indicated by use of the asterisk (*), although the new Cutter is still provided, for convenience sake, under the invalid form.
